WaveOff is a new tweak that has hit the BigBoss repo that is definitely worth checking out.
What the tweak brings to the table is the ability to turn the screen of your iOS Device off and on by simply waving your hand over the proximity sensor (near the front-facing camera).
The functionality this tweak brings about is without a doubt a little gimmicky, but it is cool to show off to your friends and family and may occasionally be useful. The problem is, however, is that this tweak doesn’t work when you actually manually press the sleep button.
This is of course because the proximity sensor is powered off when you do this. You also need to keep your hand very close to your device when you go to perform the wave gesture.
WaveOff is definitely one of those tweaks you download, say to yourself “oh that’s cool” and then delete a few days later. If you don’t mind spending $0.99 for this novelty functionality though, then without a doubt go download it right now.

As you say, does not work when the screen has timed out. Alas, I cannot understand why someone can’t create a tweak that will re-map the volume buttons to simulate a Sleep Button press when the screen has timed out. If it can be done with the Mute button, why not a volume button?
Oh well.
